VOR is a research network accredited and funded by the French Ministry of Research. It combines different laboratories in the Rhône-Alpes region and offers a wide spectrum of multidisciplinary competencies on natural and technological hazards.

To deal with the vulnerability of structures undergoing a natural or technological attack it is necessary to:

· Have a good understanding of hazards (size, release threshold, propagating conditions, site effects,...)

· Move forward on the formulation of its effect on structures (propagation, flow behavior, interactions with the obstacles)

· Infer the resulting effects (dynamic loading generating strong nonlinear behavior).

 In this framework VOR pursues research programs dedicated to :

· Understanding and modeling natural and technological phenomena and their effects on structures.

· Developing models and tools allowing the analysis of the physical vulnerability of constructions so as to act upon:
- the design of new structures
- the improvement of existing structures
- the definition of protection structures
- the repair of damaged structures

and thus provide help in engineering design in risk mitigation.
